I'm hoping this is the right place to post this request/question.

I'm looking for a simple to manage access control method that would allow me to charge people a monthly subscription fee or pay per view for streaming video.

Have many ideas on how to do this, but unfortunately this needs to be done under a nonexistent budget.

I know paypal offers a subscription service, but I also need a method of tying this into regulate "paying customers" and require authentication.

It seems like I may have to build this, but I'm hoping someone can suggest some off the shelf product.
