I want to make the header page that have the image will self rotate to other, with link, it is like have a small border "1, "2" 3" etc at the top of the image, other user click the 1 or 2 will go to the image 1 or 2.

Like that one (only work with Firefox, IE can not see the image)

Actually this technical called what name? And Flash version? or JavaScript or PHP can do like that?

Theak is right in that they are using javascript, but I would almost use flash with actionscript instead, that way if you wanted to do some sort of special effects to transition between pictures, it would be fairly easy.
