If you're launching a brand new site, submitting it to free directories is probably the quickest and easiest way to get some one-way in-bound links. The links won't be worth much as far as bringing traffic to the site, and individually don't count for much in Google's tabulation of PR, but they can give you a quick start and something to build on.
